国有企业混合所有制改革 SOE mixed ownership reform

China has picked a group of 31 State-owned enterprises for the third round of

SOE mixed ownership reform, aiming to bring more private capital into the State

sector, officials at the country's top economic planner said on Wednesday.

15日，发改委官员表示，我国已选定31家国有企业进行第三批混合所有制改革，以

将更多民间资本引入国企。

《中共中央关于全面深化改革若干重大问题的决定》指出要积极发展混合所有制经济

（mixed-ownership economy/mixed economy）。国有资本（State-owned capital）、

集体资本（collective capital）、非公有资本（non-public capital）等交叉持股、相互

融合的混合所有制经济，是基本经济制度的重要实现形式（an important way to

materialize the basic economic system），有利于国有资本放大功能、保值增值、提

高竞争力（improving the amplification function of State-owned capital,

ensuring the appreciation of its value and raising its competitiveness），有利于

各种所有制资本取长补短、相互促进、共同发展。

今年的《政府工作报告》也提出：

深化混合所有制改革，在电力、石油、天然气、铁路、民航、电信、军工等领域迈出

实质性步伐。

We will deepen reform to establish mixed ownership systems, and make

substantive progress in industries including electric power, petroleum, natural gas,

railways, civil aviation, telecommunications, and defense.

国家发展和改革委员会新闻发言人孟玮表示，前两批19家中央企业混合所有制改革

试点正在逐步落地，超过三分之一的试点企业已基本完成引入投资者（introducing new

investors）、设立新公司（establishing new companies）、重构公司治理机制（boosting

corporate governance）、建立内部激励机制（setting up new internal incentive

mechanism）等工作，其他企业也正在按照试点方案加快落实。
