Very similar to this issue.

I want to test the AMD profiling "Radeon Developer Panel" tool (v3.2.0.18) using the Vulkan vkcube test application. The connection is established (green light), but the profiling status is always marked "Offline", in red. I'm using a Radeon 7600 XT, which should be supported. I tried with admin privileges (adding sudo) to no avail. vkcube works as expected, and informs me that it is running in the correct GPU. The issue remains after removing all applications from "Blocklist". I'm on Debian 12.
