Identifying Source of a Permission in Azure Resource Manager (ARM)

The permission you mentioned is Microsoft.Resources/marketplace/purchase/action is a section of Azure's Role-Based Access Control system which only relates to marketplace.

In order to access this, we need relevent permissions to use the resources from the marketplace. To have the relevent permissions to access the refer the microsoft document.

You can review your roles using following commands

Get-AzRoleAssignment -Scope /subscriptions/<subscription-id> | Where-Object {$_.RoleDefinitionName -like "*marketplace*"}

Get-AzRoleDefinition | Where-Object {$_.Actions -contains "Microsoft.Resources/marketplace/purchase/action"}
