A tailings bank is a stacking project used to process and store

tailings, hard rock, sludge and ore blocks during the

production of mines。 Its main works, including stacking,

dam—building, culverts and dustfall, are among the vital

facilities of mining enterprises。 Soil contamination in tailings

banks has been a major concern, as they can lead to soil

pollution and environmental damage。 The monitoring and

assessment of soil contamination in tailings depots is

particularly important。

Technical guidance for monitoring and assessment of soil

pollution in tailings banks is designed to regulate soil

monitoring and assessment in tailings banks and provide an

effective response to governance。 In implementing the

monitoring and assessment of the state of soil pollution in

tailings banks, the first step is to identify monitoring points,

which need to be monitored on the basis of the environmental

characteristics of tailings banks, waste types and pollution

characteristics。 Monitoring should include the type and

distribution of hazardous pollutants in the soil, as well as the

physico—chemical, biological and toxic properties of the soil。

尾矿库土壤污染状况监测与评估技术指南旨在规范尾矿库土壤监测与

评估工作,提供有效的治理对策。在实施尾矿库土壤污染状况监测与

评估时,首要步骤是确定监测点位,需根据尾矿库环境特征、废料类

型和污染特征,选择代表性监测点位进行监测。监测内容应包括土壤

中有害污染物种类和分布情况,以及土壤的理化性质、生物学性质和

毒性特征。

Following thepletion of the monitoring, aprehensive

assessment of the results is required。 The main objective of

the assessment was to determine the extent of contamination

of the tailings reservoir soil and its impact on the surrounding

environment, with a view to determining the corresponding

remediation measures。 Assessments should take full account

of monitoring results, soil environmental quality standards and

environmental sensitivity, evaluate soil pollution risks and

environmental impacts through quantitative and qualitative

analysis, leading to scientifically sound governance responses。

In terms of governance measures, priority should be given to

technical means of soil rehabilitation and environmental

rehabilitation in order to minimize adverse environmental

impacts。

监测工作结束后,需对监测结果进行全面评估。评估的主要目的在于

判定尾矿库土壤的受污染程度及其对周边环境所产生的影响程度,以

确定相应的治理措施。评估应充分考虑监测结果、土壤环境质量标准

和环境敏感性,通过定量和定性分析来评价土壤污染风险和环境影响,

进而制定科学合理的治理对策。在治理措施方面,应优先考虑采取技

术手段进行土壤修复和环境恢复,以最大程度减少对环境的不良影响。
